Aside from Sally Beauty, which is open to the public, the only places you can buy the stuff professionals use (like at Ace) is if you have a license. Before I had my license I used to have my friend who WAS licensed go w/ me and buy whatever I wanted.

I don't think you can buy these hair products from a hair supply shop unless you have a cosmetology license. You can buy other products but I don't think color is one of them. Check it out for yourself.
