Usually you have to get your license in cosmetology, that's the way the state board will certify you to work on people, but once you have your license you can specialize in color only by taking advanced learning courses. You should check the laws in your state, google your STATE BOARD OF COSMETOLOGY, ESTHETICS AND BARBERING.
